"I'm busy" with no reason, no other time, and short replies afterward. If you've asked twice and gotten "busy" twice with nothing offered back, she's telling you, kindly.
How to reply
Be understanding and leave the door open. Don't ask what she's busy with. Don't offer five other days. Don't say "everyone has time for what they want." That one might be true, but saying it never helps.

Remember it. If she said "after the 15th," text her on the 16th with a specific plan. That shows you listened and you're not waiting around.
